Hi and Welcome I don't think there is a best some waters respond better to some baits than others. a lot of club waters may well state that coarse deadbaits aren’t allowed, and probably neither are livebaits I have done very well with all of the below
:-
Mackerel
This is a fantastic sea deadbait for many reasons. It’s skin is very tough you can cast it hard and it will not come off.

Herring - This has the same properties as mackerel

Smelt I would not leave home without one LOL you will have to buy them from your local tackle shop. another on from the shop is Lamprey

Sprats These are very small deadbaits that can easily be used whole. They are very light, BUT They are quite soft when they are fresh i like to take them home and freeze them hook them frozen

I think out of all the sea deads that you can get cheap and catch is

Sardine - This is another of my favourite bait and wouldn't go piking without it

Sardines and sprats for me but that's because I've caught on both and have 100% confidence in them but any will work it's about finding the feeding fish
